Where members of Congress stand on Freedmen legislation

This scorecard reports how members voted and what they sponsored — public, recorded facts — and computes whether that record aligns with Freedmen interests. It is not a judgment of any person and asserts nothing about anyone's motives. Every score decomposes back into the individual votes that produced it. We report the record; you draw the conclusion.

Senate coverage is sparse by nature: reparations legislation is overwhelmingly introduced in the House. Only one qualifying Senate bill exists in the 119th Congress (S. 40, the companion to H.R. 40), so few senators appear here — a fact about where this legislation originates, not a limit of the scorecard.

Score = 100 × Σ(bill direction × stance × evidence weight) ÷ Σ(|direction| × weight). Floor vote 1.0, committee 0.6, lead sponsor 0.5, cosponsor 0.3. Voting against a harmful bill earns positive credit — the metric follows the record, not the party. Full rules on the methodology page.
